Going to try a fresh sync without using ZFS and see how it goes, though I'm sure it will be faster using ext4. It doesn't mean there's not a massive slowdown starting around 2023 though. It just means it's less obvious using non-CoW filesystems or other hardware.
It's unsurprisingly WAY faster on ext4 even with default 450MB dbcache.
